‘Township economies’: Uses, meanings and key debates in the Gauteng context
This paper presents multiple meanings of ‘township economies’ and the implications of key debates around framing township economic development. Overlaps in various national and provincial government strategies have included government procurement in townships, settlement upgrading, promoting entrepreneurship and creating a conducive regulatory environment for productivity. These efforts notwithstanding, the paper points out the need to include township development within broader national policy and encourages discussion on important concerns such as bringing jobs to people or people to jobs.

An analysis of microscale segregation and socio-economic sorting in Gauteng
This Occasional Paper analyses racial segregation and socio-economic sorting in Gauteng at the microscale. The three inquiries highlight continued segregation, but also nuances in the nature of desegregation in the Gauteng province at various macro- and microscales. The analysis reveals barriers and opportunities for future spatial transformation and highlights the potential role of public and private housing expansion in shaping equality of opportunity.

Micro-scale segregation and socio-economic sorting in Gauteng (2024)Adventures in city data: An ethnographic story
This GCRO Occasional Paper presents an ethnographic account of a decade-long journey in city economic data collation. The paper recounts the collaborations of the National Treasury’s Cities Support Programme (CSP) with Statistics South Africa, the South African Revenue Service (SARS) and the Unemployment Insurance Fund (UIF), to collate anonymised and geocoded data that would enable an alternative mapping of the space economies of South African cities. Despite many practical and governance constraints, the collaborations ultimately bore fruit in the establishment of a secure administrative data centre at the National Treasury. This in turn led to the milestone publication of the 2021 City Spatial Economic Data Reports. This ethnographic account concludes by reflecting on possibilities for further improving the integrity of this vital city spatial economic data resource, and to enhance its use in credible, evidence-based urban analysis.

This Occasional Paper examines six spatial trends in Gauteng: urban sprawl, uneven densification, residential building growth, the reproduction of a property affordability gradient, socio-economic segregation and the reproduction of a mismatch between residential and economic areas. These spatial trends are the physical manifestation of a remarkable variety of actors responding to a wide variety of opportunities, incentives and disincentives; and they have important implications for spatial transformation. While it might be possible to name post-apartheid urban ideals, these six spatial trends underscore the disbursed nature of the energies producing urban space, and the need to understand and work with these energies in directing spatial transformation.

In 2011, the Gauteng Provincial Government proposed that Sedibeng, a Category C district municipality located in the province, should be restructured. Although the original proposal had anticipated that this would happen after the 2016 local elections, the issue remains unresolved due largely to fierce party-political opposition and vociferous protests against it on the ground.
This Occasional Paper examines the dynamics, particularities, peculiarities and challenges of re-demarcating the Gauteng City-Region. While informed by technical reasons, the arguments for and against the merger have tended to gravitate more towards party-political rationales for why the re-demarcation should or should not go ahead. Although these debates raise important merits and demerits for the proposal, they are difficult to disentangle from the interests of those whose fortunes would be changed by restructuring. In this environment, municipal demarcation risks being held hostage by party politics, with stakeholders such as political parties using any means at their disposal to have things go their way, including by scapegoating the Municipal Demarcation Board (MDB).
The case of Sedibeng presents important lessons about attempts to make post-transition local government – and mechanisms for determining its configuration – work for Gauteng. It also highlights the need for strengthening and revising demarcation-related legislation. How can we make sure that the MDB functions effectively with respect to its primary goals?

Governing the GCR Provocations SeriesAn analysis of well-being in Gauteng province using the capability approach
As countries across the globe pursue economic development, the improvement of individual and societal well-being has increasingly become an overarching goal. In the global South, in particular, high levels of poverty, inequality and deteriorating social fabrics remain significant challenges. Programmes and projects for addressing these challenges have had some, but limited, impact.
This occasional paper analyses well-being in Gauteng province from a capability perspective, using a standard ‘capability approach’ consistent with Amartya Sen’s first conceptualisation, which was then operationalised by Martha Nussbaum. Earlier research on poverty and inequality in the Gauteng City-Region was mainly based on objective characteristics of well-being such as income, employment, housing and schooling. Using data from the Gauteng City-Region Observatory’s Quality of Life Survey IV for 2015/16, our capability approach provides a more holistic view of well-being by focusing on both objective and subjective aspects simultaneously.
The results confirm the well-known heterogeneity in human conditions among South African demographic groups, namely that capability achievements vary across race, age, gender, income level and location. However, we observe broader (in both subjective and objective dimensions) levels of deprivation that are otherwise masked in the earlier studies. In light of these findings, the paper recommends that policies are directly targeted towards improving those capability indicators where historically disadvantaged and vulnerable groups show marked deprivation. In addition, given the spatial heterogeneities in capability achievements, we recommend localised interventions in capabilities that are lagging in certain areas of the province.

Poverty in the GCR: A capabilities approach (2020)Johannesburg and its epidemics: Can we learn from history?
Covid-19 has massively disrupted life globally and locally, bringing many uncertainties in its wake. It is not, however, the first epidemic to pummel the world or our own country, region and city, raising the question of what we can learn from history. In the case of Johannesburg, epidemics have included: smallpox in 1893; measles in the internment camps of 1901/02; pneumonic plague in 1904; influenza in 1918/19; poliomyelitis in various outbreaks between 1918 and 1957; scarlet fever in outbreaks between 1917 and 1941; and HIV/Aids from the late 1980s. This is in addition to lesser epidemics such as influenza in 1957 and listeriosis in 2018.
History cannot, of course, tell us what will happen with Covid-19; each epidemic has a different epidemiology and has happened in very different temporal contexts with immense variation in terms of population, society, politics, medical knowledge, and more. Nevertheless, there could be some clues from history which may relate to issues of geography, settlement type, mobility, and degrees of immunity or viral resistance within the population. The knowledge drawn from history must, however, be deployed judiciously and in relation to the current science. Even so, there are critical themes cutting across historical episodes that may usefully shape our attention in the current moment. The paper provides an account of the history of Johannesburg’s epidemics, drawing from sources which were available during the Covid-19 lockdown, and suggests six themes to consider in an analysis of history and of current circumstances:
- The idiosyncratic course of epidemics and therefore the need for both close monitoring of developments and high levels of agility in governance response
- The ways in which epidemics are associated with social scapegoating, stigmatising and pathologising, and the need therefore for strong, progressive leadership to counter this;
- The effects of epidemics on the economy, and especially on the livelihoods of the most vulnerable segments of the populations;
- The effects of epidemics on the spatial forms and infrastructures of the city, including through the opportunistic use of epidemics to pursue prior spatial agendas;
- The ways in which epidemics have been governed, with the strengths and drawbacks of the various approaches, including more nationally or more locally centred governance arrangements; and
- The ways in which epidemics have impacted on governance forms into the future, including on institutional forms, legislation and urban policy.

Responding to the COVID-19 pandemic in GautengUrban agriculture in the Gauteng City-Region’s green infrastructure network
As cities in developing countries contend with the challenges of urbanisation, they need to rethink the traditional modes of urban planning and development. Part of this logic is the need to cater for growing populations without compromising urban environments or social development. A green infrastructure approach can help meet infrastructure and service needs while ensuring the proper functioning of natural ecological systems. As part of the green infrastructure network, urban agriculture can create multifunctional green assets in the form of urban farms and food gardens. When planned accordingly, urban agriculture can contribute to addressing a range of issues in the Gauteng City-Region (GCR).
The aim of this occasional paper is to gain a better understanding of urban agriculture within the green infrastructure network in the City of Johannesburg and to identify the range of ecosystem services that could be delivered when maintaining and investing in these assets. The analysis in this paper adopts a multi-method approach to (1) identify the interlinkages between urban agriculture and social, economic and environmental systems in the City of Johannesburg; (2) validate these critical interlinkages with stakeholder input and ground-level experience of urban agriculture; and (3) visualise these interlinkages through a spatial analysis of food gardens in the City of Johannesburg.
This paper builds the argument that urban agriculture is a multifunctional element of the green infrastructure network in the GCR. It is worth maintaining and investing in food gardens because they contribute to a number of development imperatives in Gauteng. Food gardens may enhance food security by broadening the range of locally produced food sources that improve the potential to help the poor to access fresh food. Productive food gardens may provide economic opportunities, particularly in areas with minimal access to retail outlets and where unemployment is high. Lastly, as a component of a green infrastructure network, food gardens also help strengthen the provision of a range of key ecosystem services. Inter alia they help address climate change and build disaster resilience through flood management and carbon capture.
Of course, urban agriculture will not deal with any of these challenges in their entirety, but within a wider green infrastructure approach, it has the potential to contribute significantly if it can be mainstreamed into municipal development processes. Realising the benefits of green infrastructure hinges on integrating this approach into municipal planning in a way that aims to improve the productivity of ecosystem service delivery. The paper concludes with recommendations for strengthening policy, management, planning and operational support for food gardens in the GCR.

At present there are a great number of urban interventions taking place within the Gauteng City-Region, including transport and area-based upgrading projects (Corridors of Freedom/Transit Oriented Development), mega-human settlements, inner-city renewal schemes, and the establishment of City Improvement Districts (CIDs) in various locations. As they are envisioned, planned and implemented, all of these projects will make significant alterations to the urban fabric. It is therefore crucial that research engages with these processes and captures their dynamics, contradictions, contestations and outcomes.
This Occasional Paper contributes to this endeavour by examining how two very different area-based management and urban upgrading projects have been imagined and executed. The report comprises a case-study of the expanding Ekhaya precinct in Hillbrow, a densely populated, economically stressed inner-city neighbourhood, and the development of a precinct plan in Norwood, a middle-class suburb situated to the north of the inner-city. Ekhaya is a Residential City Improvement District (RCID) and was an intervention led primarily by private, commercial developers. The Grant Avenue Precinct Plan (GAPP), in contrast, was initiated by local government as part of broader efforts to manage change and facilitate residential intensification and improved inclusion in the suburb.
Comparing and contrasting approaches in two vastly different sub-local areas gives an opportunity to explore the varying actors; governance arrangements; urban upgrading ambitions and ideals; resources, practices, mechanisms and infrastructures; alliances and partnerships; and compromises and experiments that are assembled at the neighbourhood scale to bring urban upgrading interventions to fruition. The paper also draws particular attention to the fault lines, points of divergence, and conflicts in the two settings, and how these frequently hinder or frustrate efforts at urban improvement.
The Occasional Paper is divided into three main sections.
The first section, ‘Conceiving neighbourhoods’, outlines the visions and ideals that have shaped neighbourhood formation, planning processes and urban upgrading initiatives in the two case-study sites. It shows that Johannesburg’s vastly unequal landscape hinders the articulation of a single, unified vision for the city. Improvement in Hillbrow has entailed dealing with day-to-day deprivations, service delivery failings and deficits in basic urban management. The visions that informed urban regeneration in the Ekhaya RCID are therefore relatively mundane, but are capable of bringing about significant improvements to the area, as well as to the lives of its residents. In contrast, the visions behind the precinct strategy for Norwood were far more ambitious as they aimed at generating drastic change in the suburb’s built environment and social landscape. However, various socio-economic challenges – financial constraints, organised opposition from affluent residents and lack of support from the private sector – have rendered these broad ambitions unattainable.
The second section, ‘Producing neighbourhoods’, examines the various tactics, strategies, planning mechanisms and material objects that were used to bring visions to life and give form to the two neighbourhood improvement schemes. For example, it explores how different security infrastructures mobilised in the Ekhaya RCID have defined the neighbourhood and separated it from the general disorder and decay that characterise the wider Hillbrow area. While these infrastructures have had significant effects on the neighbourhood, and contributed to improved feelings of safety, they have also introduced inequality – as the area has come to enjoy improved levels of policing and safety, crime has been displaced to surrounding neighbourhoods yet to attract private investment. The section further shows that while physical infrastructure is important, it is not sufficient to generate neighbourhoods and associational life. Rather, the realisation of visions for improved forms of belonging and social cohesion rely on the creation of social networks, and opportunities for socialisation and shared recreation. Highlighting experiences of upgrading two parks, Ekhaya Park in Hillbrow and Norwood Park, this section emphasises the importance of public space, and the shared ideals and commitments to social inclusion that should inform planning processes and urban interventions at the local level. However, the section also documents the prejudices and exclusionary attitudes that frequently emerge during such processes.
The third section, ‘Managing neighbourhoods’, describes the institutional arrangements, day-to-day activities, forms of partnership and adaptive strategies being used to sustain urban interventions and regulate neighbourhoods. It investigates contrasting viewpoints and approaches to dealing with various urban challenges, particularly the role and place of informal activities in the two neighbourhoods. In Hillbrow, the official position is that informal trading is not permitted. However, in reality, actors with degrees of authority and power in the area have recognised the need to be tolerant towards people engaged in such practices, and frequently cooperate with some informal traders. The section therefore shows that urban governance requires the formation of arrangements and partnerships of convenience at the sub-local level, and that adaptive, flexible urban management practices are required, particularly in stressed neighbourhoods characterised by high levels of poverty. In contrast, although the official plans formulated for the GAPP stipulated that vulnerable groups such as homeless people, car guards and informal traders were to be protected, in reality, intolerant attitudes were evident and powerful residents and businesses used a variety of tactics to marginalise these groups and attempt to remove them from the area. The section therefore shows how everyday power and resource differentials can often supersede or subvert good intentions towards inclusivity – the realisation of visions for urban improvement unavoidably seems to generate new forms of exclusion that planners, officials and civil society need to be aware of.

Conceiving, producing and managing a neighbourhood (2019)Where do we draw the line? Graffiti in Maboneng, Johannesburg
Graffiti is a controversial subject and fraught with ambiguities and contradictions. However, the recent global success of artists such as Banksy, Melbourne’s booming graffiti tourism, and the rise of the ‘creative city’ discourse, have blurred the lines between what some regard as vandalism and some as public art. As such, graffiti has increasingly become part of mainstream culture and in some countries has been promoted as a contributor to the urban environment. Thus, as practices and perceptions of graffiti shift, so does our need to better understand the role of graffiti in our urban environments. Through a case study of the Maboneng precinct, this GCRO Occasional Paper investigates the contribution made by graffiti to tourism and public and private investment in the inner-city of Johannesburg.
The paper uses visual and spatial analyses of graffiti in Maboneng’s development. The research shows the extent to which the Maboneng precinct is branded through urban aesthetics, including graffiti, and demonstrates that graffiti contributes to placemaking by creating meaningful or identifiable spaces. The analysis reveals graffiti’s aesthetic value in the urban environment: it signifies the redevelopment of Maboneng, distinguishes the area at a local level from surrounding spaces, and also projects a global aesthetic. Using this case study of Maboneng we hope to show how graffiti is leveraged in nurturing urban development, creative economies and tourism in the inner-city.
The Occasional Paper is comprised of two parts. The first half of the paper aims to understand the role of graffiti in its urban context. A first section examines the history of graffiti, considering centuries-old traditions of markings on walls, the intersection of graffiti with the birth of hip hop culture and, in the South African context, the role of graffiti in anti-apartheid protest politics. A further section explores the spectrum of graffiti aesthetics, from text-based expressions to the murals of street art. A third section traces graffiti’s complicated relationship to the urban environment, with changing perceptions of graffiti: as vandalism, or a mode of urban dialogue, or a form of outdoor gallery. The sections in this first half of the paper explore the transitions graffiti has made over time and highlight the fluid nature of graffiti, both in space and in the way that it is conceived. They illustrate how graffiti, once perceived as synonymous with urban blight and decay, vandalism and crime, has over time gained a more legitimate social status, for example through commissioned murals or the work of famed international artists, in the process raising the question of who decides the aesthetic of the urban environment and who has a right to participate in the production of urban space.
In the second half of the paper, we focus on a case study of Maboneng, in the City of Johannesburg. Maboneng is an area of redevelopment in Johannesburg’s inner city, established in 2009. The neighbourhood has transformed through investment in the public environment and the upgrading of dozens of buildings with a focus on the creative economy. Graffiti and street art are prevalent in the area and have contributed to the branding of the area as a creative space. Through a photographic essay and mapping, we analyse the spatial and visual elements of graffiti in Maboneng, exploring its various contradictions, themes, surfaces, and the media used to create it. The detailed mapping examines different types of graffiti, and their locality, density, scale and visibility. The case study shows, in detail, the relationship between graffiti and the local urban environment, but also how graffiti relates to larger processes of urban and economic development in the city.

South Africa’s post-apartheid government has been successful in raising the standard of living for millions of people. It has provided them with access to housing and basic services, improved health and education, and developed social services and urban amenities where none existed before. However, there remain many thorny development challenges that government is, at least at present, poorly equipped to address. Consequently, there remains deep dissatisfaction among many residents, which at various times and in certain contexts has led to widespread community protests.
This report stems from the premise that data, and analysis thereof, are critical for local and provincial governments in Gauteng to understand where progress has been made and where intervention is required.
The City Benchmarking Report presents some key findings from the Quality of Life IV (2015/16) survey at the municipal and provincial levels. The results provide insight into a range of objective indicators such as access to basic services, travel patterns, and economic activity, as well as respondents’ subjective opinions, perceptions and levels of satisfaction. This combination allows us to gain a multi-dimensional understanding of quality of life in the province as well as some of the drivers that improve or worsen it. While there are many aspects of quality of life measured by the survey, this report focuses on specific issues related to municipal service access, satisfaction with services received, satisfaction with the municipality providing those services, and the relationship between access, satisfaction and overall quality of life.
Although this report allows government, residents and stakeholders to compare municipalities with one another, its benchmarking analysis should not be read as a competitive scoring of cities, which in turn becomes a basis for municipalities to market themselves as having the ‘highest quality of life’, or to vie with one another over who has the best performance. Some municipalities do better on some variables, but worse on others. The point of this report is to help each municipality understand its own strengths and weaknesses in relation to others and to the broader Gauteng context.

Quality of Life Survey IV (2015/16)Motherhood in Johannesburg: Mapping the experiences and moral geographies of women and their children in the city
South African cities were designed and legislated to enforce spatial marginalisation of Africans, coloureds and Indians to peripheral urban settlements. The legacy of this intentionally constructed racially segregated space has been reinforced in the post-apartheid period by market forces around property prices, informal settlement of land, and the unintended consequences of state housing policy, amongst other factors. Patterns of race-based spatial marginalisation have also been overlaid by income and gender factors, creating hostile conditions for women, and poor women in particular.
Whilst there is a rich mine of literature on spatial exclusions due to race, very little study has focused on the gendered spatial experiences of women, and more particularly mothers, in South African cities. Mothers sustain a number of multifaceted roles through, and beyond, the care of and provision for their children. They engage in multiple spheres of work, home, education, community and politics. Straddling these various realms, mothers are increasingly active ‘users’ of a diversity of city spaces. In some cases, the daily routines of mothers are confined within a single neighbourhood, but most often mothers enact their many roles on a day-to-day basis in many different areas of the city. The nature of motherhood (as both a relationship of care and a role constructed in society) and highly unequal urban conditions often impose heavy burdens – financial, temporal and emotional.
However, the choices mothers make in the city by traversing diverse spaces in order to fulfil their multiple roles, and the responsibilities and costs this inflicts, is not well understood. This Occasional Paper speaks to this ‘gap’ by exploring the spatial dynamics of mothers in Johannesburg. It investigates how women who self-identify as mothers navigate their own and their families’ daily lives in the city in facing a variety of challenges and obstacles.
Methodologically the research involved studying the everyday practices and experiences of 25 mothers in the city, who agreed to in-depth interviews and mapping exercises. The participants were a diverse group in terms of geographic location, income, race, age, and family situation. The women narrated their daily lives and the routes they took through various places and spaces that made up their everyday experiences of the city. They discussed their decision-making around the choice of home, work, school, shopping and recreation and detailed the social and spatial dynamics of their support networks. Exploring these ‘moral geographies’ of motherhood provides valuable insights into a group of people who engage the city extensively in ways that are under-recognised. In turn, understanding the spatial negotiations that typify mothers’ lives exposes the depth of spatial inequality and poor urban management of our city-region in new ways.
This Occasional Paper is the result of a partnership between the South African Research Chair in Spatial Analysis and City Planning (SA&CP) and the GCRO, and specifically involved a collaboration between researchers Yasmeen Dinath, Margot Rubin and Alexandra Parker. The insights presented here reflect results from a first phase of research that will be deepened through a larger study in 2018.

Mothers in the city (2022)Competition or Co-operation? South African and Migrant Entrepreneurs in Johannesburg
International migrant business owners in South Africa’s informal sector are, and have been for many years, the target of xenophobic attacks. This has led to public debates about their role in the South African economy and competition with their South African counterparts, with allegations including that they force the closure of South African businesses, harbour ‘trade secrets’ that give them the edge, and dominate the sector. As a result, there have been calls to curtail the rights of international migrants, particularly asylum seekers and refugees, to run informal enterprises.
This report explores the experiences of 928 international and South African migrant entrepreneurs operating informal sector businesses in Johannesburg. It compares their experiences, challenging some commonly held opinions in the process. The report compares each group, what kind of businesses they operate, and where they do business. It investigates their motives for migrating, their employment and entrepreneurial experience prior to and after migration, as well as their motivations for setting up their businesses. It also examine how they set up their businesses, rates of business growth, contributions to local and household economies, and challenges faced, as well as various interactions between informal sector South African and international migrant entrepreneurs.
This report is one of three being produced as part of the Growing Informal Cities (GIC) project, a partnership between the Southern African Migration Programme (SAMP), the African Centre for Cities (ACC) at the University of Cape Town, the GCRO and Eduardo Mondlane University in Maputo.

The informal economy plays a significant role in the entrepreneurial landscape of the City of Johannesburg and is patronized by the majority of the city’s residents. A 2013 representative survey of Johannesburg residents found that 11% owned businesses of which 65% operated in the informal economy. Despite speculation about the penetration of migrant entrepreneurs in the informal economy, only 20% of informal economy business owners had moved to Gauteng from another country. This means that fully 80% of informal enterprises in Gauteng are South African-owned. Fears about the numbers of international informal economy entrepreneurs and their potential impact on South African businesses are undoubtedly exaggerated but they did escalate in intensity in the 2000s and found expression in violent xenophobic attacks. In Johannesburg, the most recent outbreak of xenophobic violence, including murder and razing of homes and business premises, in January and April 2015.
The rhetoric of politicians during and following the xenophobic attacks of 2015 was generally hostile to migrant entrepreneurs. The policy environment in the city is uneven especially for street traders who operate in the central business district (CBD). In 2013, the City initiated Operation Clean Sweep, which literally swept traders off the street. Although the operation removed all traders regardless of nationality, the municipal re-registration process attempted to limit access to South Africans only. Yet, despite this unwelcoming environment, migrants continue to own and operate businesses in the city. This paper is based on research conducted by the Growing Informal Cities (GIC) project, a partnership between the Southern African Migration Programme (SAMP), the African Centre for Cities (ACC) at the University of Cape Town, the Gauteng City-Region Observatory (GCRO) and Eduardo Mondlane University in Maputo.

Trade in the Gauteng City-Region (2017)Acid Mine Drainage and its Governance in the Gauteng City-Region
Acid mine drainage (AMD) has generated an enormous amount of media interest and public concern in the Gauteng City-Region (GCR) over the last decade. However, it has been framed as a narrow technical concern, with government action being directed towards securing the necessary engineering and processing solutions as quickly as possible to prevent decant and treat acid mine water to industrial standards. This has arguably limited the scope for full discussion and debate on the impacts of AMD, particularly for the environment, and this bears implications for how AMD has been managed in the GCR.
Government’s immediate, short and long term interventions to address AMD have been set out as a straight forward solution, but over time more complex environmental concerns have emerged. Becoming more evident over the last few years is that one of the main impacts of AMD will be its effect on the overall water security in the Vaal River System (VRS) on which the GCR relies for its supply of potable water. Limits on water abstraction from the VRS, together with the increasing need to maintain the overall water quality in the system through dilution and treatment activities, means that AMD is beginning to manifest as a binding constraint on economic development and a burden on society – in particular via escalating costs for water consumers. Fiscal constraints are likely to see GCR residents and businesses pick up more and more of the costs associated with the treatment of AMD, through the format of increased municipal tariffs. With final decisions on municipal tariffs now pending, the broader yet invisible impacts of AMD loom large.
This means that the debate has moved far beyond the issue of predicted decant in each of the Witwatersrand’s mining basins. Water security for the GCR, and who will carry the costs associated with the long-term treatment of AMD, have instead taken centre stage.
This paper carefully updates the historical record on AMD since the publishing of a GCRO Provocation on the issue in 2010. In doing so, it argues that the way in which AMD has been governed raises a flag around how the political economy of an issue such as AMD should be understood, publicly debated and managed. In particular, it suggests that the governance of an environmental challenge such as AMD is not only about finding a technical solution. The lack of platforms to ensure well-informed public deliberation, especially over such issues as who will pay and how, must be addressed to ensure more equitable and transparent decision-making. In light of the broader mine waste legacy inherited by the GCR, and the strong likelihood of environmental contamination becoming more commonplace in the future, these concerns are not only limited to AMD. They will only grow in importance over time.

The GCRO Barometer 2014
The GCRO Barometer 2014 depicts developmental progress in the Gauteng City-Region (GCR) in a single interactive graphic using 38 indicators across ten key sectors. It serves as a tracking and diagnostic tool to inform policy makers and the public on where development progress is being made, and areas of concern. It also serves as a tool for benchmarking Gauteng against other South African provinces and similar sized city-regions across the world.
The GCRO Barometer 2014 is the first release and shows progress in 2012 against three base years: 2002, 2007 and 2011. Overall, the Barometer shows that the developmental outlook for Gauteng is positive with significant progress realised between 2002 and 2012 in nearly all sectors. For instance, the poverty rate has fallen dramatically since 2002 and access to basic services has improved. However, there are challenges in areas such as Social Cohesion, Governance, the Labour Market and Sustainability. Sadly, people’s perceptions of government, as well as their unwillingness to participate in governance matters do not correspond to the achievements made by government during this period. This should be a cause for concern for policy makers in all spheres of government as it reflects dissatisfaction with the nature and quality of services being provided as well as the methods of provision.
The Barometer also shows that the impact of government programmes is minimal over shorter time spans – change between 2002 and 2012 is considerable, but change between 2011 and 2012 is insignificant. This is a cause for concern given the 5-year cycle of electoral terms for local government in South Africa. The Barometer’s outcomes underscore the need for government to step up policy and programme monitoring with a view to achieving immediate and positive short-term impacts on communities.

The GCRO barometer (2015)Towards more effective collaboration by higher education institutions for greater regional development in the Gauteng City-Region
Higher education institutions (HEIs) in the Gauteng City-Region (GCR) and elsewhere are increasingly being called upon to do more than their traditional roles of teaching and research. They are now expected to collaborate and engage with other stakeholders with a view to contributing directly and indirectly to social and economic development in their localities.
Such an orientation includes having HEIs actively fostering public-private partnerships and other initiatives that enhance equitable regional development. The adoption of such a focus has implications for all aspects of these institutions’ activities, as well as for the policy and regulatory framework in which they operate. This Occasional Paper reflects critically on the role of HEIs in regional development. It surveys current debates on the matter and draws out some of the implications on how we ought to think further about the current state of government-industryacademia interaction and collaboration for development in the GCR. It is motivated by an awareness of the increasing importance of higher education in the regional development discourse, alongside a body of international theory and practice on the contribution of HEIs to regional development. A cornerstone of this body of literature is the so-called ‘triple helix’ framework within which government, industry and academia work intimately, intensely and collaboratively towards a common vision of regional development. Within this framework, HEIs are considered to be a public good that must play a large, meaningful and relevant role in the development and improvement of the cities and regions where they are located.1, 2 They do not, and cannot, stand completely outside the realities of their geographic, social, cultural and political environment.
The intended audience for this report extends beyond academics and HEI administrators to include government officials, business and labour leaders, civil society and citizens, because a discussion on stimulating and improving the GCR must be much more than an academic exercise. The collaboration that is essential to regional development requires stakeholders to be familiar with a wide spectrum of issues of importance to individual constituencies. Each constituency must add value and insight to the discussion by drawing on their specific knowledge, experience and self-interests. Establishing this common ground is fundamental to initiating meaningful debate about what the GCR can and should be, and how regional HEIs can work more collaboratively, creatively and effectively to improve and advance the region.

Transformation in higher education (2014)A composite index of quality of life for the Gauteng city-region: a principal component analysis approach
The improvement of the quality of life of all South Africans is high on the agenda at national (The National Planning Commission, 2012) and regional levels of government (The Gauteng Planning Commission, 2012) and it is therefore important to develop an instrument that can measure this multi-dimensional concept. The need therefore exists for a composite index of quality of life with the ability to both track the quality of life of people over time and compare it across different demographic and socio-economic groups. Such a measure could identify those demographic and socio-economic groups with low levels of quality of life and also highlight dimensions that need to be prioritised in order to improve the wellbeing of people.
In South Africa there are a limited number of quality of life indices and measures of wellbeing. Indices that measure wellbeing nationally include: the Quality of Life Index of Moller and Schlemmer (1983), the Living Standard Measure (LSM) Index produced by the South African Audience Research Foundation (SAARF) (2013), the South African Development Index of the South African Institute of Race Relations (2011), and the Everyday Quality of Life Index (Higgs, 2007). The following indices measure wellbeing at a regional level: the Quality of Metropolitan City Life in South Africa Index (Naude, et al., 2009), the Non-Economic Quality of Life Index at Sub-National Levels (Rossouw & Naude, 2008) and the Quality of Life Index of the Gauteng City-Region Observatory (GCRO, 2011).
Although these quality of life indices make distinctive contributions to the study field, the focus of these studies is often to measure only objective or subjective quality of life or only economic or non-economic quality of life, rather than all of the above. Furthermore, many of the indices use equal weighting, which does not necessarily reflect the priorities of the communities.

Modelling urban spatial change: a review of international and South African modelling initiatives
Urban growth and land use change models have the potential to become important tools for urban spatial planning and management. Before embarking on any modelling, however, GCRO felt it was important to take note of, and critically assess lessons to be learnt from international experience and scholarship on spatial modelling, as well as a number of South African experiments that model future urban development. In 2012, GCRO initiated preliminary research into current international and South African modelling trends through a desktop study and telephone, email and personal interviews. This Occasional paper sets out to investigate what urban spatial change modelling research is currently being undertaken internationally and within South Africa. At the international level, urban modelling research since 2000 is reviewed according to five main categories: land use transportation (LUT), cellular automata, urban system dynamics, agent-based models (ABMs) and spatial economics/econometric models (SE/EMs). Within South Africa, urban modelling initiatives are categorised differently and include a broader range of urban modelling techniques. Typologies used include: provincial government modelling initiatives in Gauteng; municipal government modelling initiatives; other government-funded modelling research; and academic modelling research. The various modelling initiatives described are by no means a comprehensive review of all urban spatial change modelling projects in South Africa, but provide a broad indication of the types of urban spatial change modelling underway. Importantly, the models may form the basis for more accurate and sophisticated urban modelling projects in the future. The paper concludes by identifying key urban modelling opportunities and challenges for short- to long-term planning in the GCR and South Africa.

While much of the data collection and analysis work of the GCRO is focused on the present, we also consider the city-region’s past and its possible futures.
A 2030 National Development Plan, crafted by the National Planning Commission, has recently been adopted. In addition the Gauteng Provincial Government, working with municipal partners and business, civil society and labour stakeholders, is drafting a G2055 long-term development plan. As our society looks forward to what sort of country and region we need to become, it is also important to look backward. Understanding the past gives us insights into how we have come to be where we are now, and so in turn what paths we should tread into the future.
This Occasional Paper is one of two that GCRO has commissioned specifically to deepen our understanding of the past of the GCR. Both focus on aspects of the region’s spatial past, and ought to be read together. This paper by Alan Mabin explores how the idea of a city-region found expression in various statutory planning frameworks over the course of the last century, and how embryonic cityregion concepts influenced spatial decisions and developments. The companion paper by Brian Mubiwa and Harold Annegarn considers the different but related issue of the actual historical spatial evolution of the GCR. It examines key spatial changes that have shaped the region over a century and provides a remarkable picture, based on satellite imagery, of regional spatial growth in the last two decades.

Benchmarking the way cities and regions around the world are responding to the global recession
The Gauteng Provincial Government Department of Economic Department (GPGDED) approached the Gauteng City-Region Observatory (GCRO) to provide them with a fast turnaround report that benchmarks sub-national responses to the economic crisis globally. Our brief was to provide a review of what cities and regions are doing in response to the crisis in other parts of the world, and to emphasise the action side of the story – what is being done, rather than analysing the differing nature and impact of the crisis in different places. The report is filled not so much with specific recommendations as a suite of possible interventions that the Gauteng Provincial Government may wish to choose from and implement. They are sourced from different parts of the world, and the GCRO can provide on-going comparative monitoring over time if required
This report is based on sourcing and analysing reports from across the world that are themselves recording the responses of sub-national units to the unfolding economic crisis. Some are very locale-specific, others provide country or multi-country reviews. The opening sections of this report – which analyse the impact of the economic crisis in Gauteng - are based on official datasets produced primarily by Statistics South Africa. Two brief points need to be made.
First, the crisis is unfolding around us, and the interventions described in this report are either still being designed or are in their pilot or early stages of implementation: as such, it is impossible to provide any evaluative guidance as to their longterm impact or efficacy. Some may look good on paper but fail in the field, others the reverse. Over time, as evaluative data become available, GPGDED should re-visit the issue, as suggested above.
