Introduction

The Gauteng City-Region Observatory (GCRO) calls for proposals for various industrial sector studies to be submitted by the 31 January 2024.

The GCRO and the Gauteng Provincial Government (GPG) are co-producing a programme under the banner of “Inclusive Economies”. An important aspect of this work is identifying sectors that are important to economic development in the province. The sectors identified in this terms of reference address challenges facing the city-region and will be an input into a broader economic planning process in the province.

Sectors Identified

The sectors that have been identified are:

1. Agro processing and agribusiness
2. ICT / Digital Services
3. Freight and Logistics
4. Creative industries
5. Automotive
6. Tourism
7. Energy

The Energy and Automotive sectors are identified for in depth research studies, while the others are more succinct overview papers.

Proposals

Each sector has a specific terms of reference (see terms of reference download below) that includes an annex with areas identified as important by the steering committee of the programme. We are keen to see creative interpretations of the brief taking into account the issues identified.

The GCRO and the GPG have access to data on sectoral information. Proposals should be considered with interpretation of relevant data rather than reproducing data. To be clear, the final product will not be a series of tables and graphs on a sector. Whilst these are critical, the final product will provide an interpretation of the data, with a focus on Gauteng city-region.

Your proposal should include an interpretation of the brief, CVs of researcher and/or team members, links to relevant work and how you intend implementing the project. Proposal should be in writing. Each proposal should be a maximum of 10 pages. Longer CVs and profiles can be attached as annex.

The GCRO follows the procurement guidelines and rules as used by the University of the Witwatersrand.

Any questions arising from the TOR should be submitted by the 15 January 2023. All questions should be included at this link. All questions will be answered and shared on this page on the 20 January 2024. A set of questions have been answered and are now available online.
